Zero unemployed territories: the government opens the door to a wider extension

The Minister of Labor, Elisabeth Borne, is ready to extend the experiment beyond 60 territories, a threshold adopted by the deputies, in a form which remains to be defined and if the need arises.

The Territories zero long-term unemployed experiment has created a thousand jobs.

Wishing to extend the experiment “Zero long-term unemployed territories” beyond the 60 planned but not too much or too quickly, the government released ballast on Wednesday to take into account the criticisms of the opposition and a party. of the majority. “We share the objective that we do not end up with a territory in which local actors, elected officials, would have mobilized, which would have a project in accordance with the specifications […] and who could not be retained on the pretext that he is the 61st “, declared the Minister of Labor, Elisabeth Borne, before the deputies meeting in session, referring the solution to an amendment to the Senate or to second reading in the Assembly.

The initial draft of the bill provided for an increase to 40 territories, 30 more than the 10 retained in the first phase, resulting from the 2016 law. Very insufficient for the association TZCLD and many deputies, who led the government – pressed by the elected LREM of Tarn and rapporteur of the text, Marie-Christine Verdier-Jouclas – to raise the gauge to 60. Or 50 additional. Without forgetting the Overseas Territories, very demanding to join the project.

“Fifty new territories […] it is an appropriate number and duration because the time is now for evaluation and optimization ”, pleaded Elisabeth Borne Tuesday at the beginning of the examination of the text, calling not to switch to a generalization before all the lessons are learned. As a reminder, the initiative consists of transforming social benefits into earned income. It has made it possible to hire a thousand people on permanent contracts. A little over 120 territories (covering between 10,000 and 15,000 inhabitants each) are in the starting blocks.

Wing turn

The six-fold increase in the number of territories has not extinguished the critics, on the right as on the left. “This form of numerus clausus denies the right to experimentation”, retorted the deputy LR Stéphane Viry. For the Communist Jean-Paul Dufrègne, this threshold can only “Feed frustrations” with all those who would not be selected. Defector of the majority, Aurélien Taché (Ecology democracy solidarity) did not mince his words on the proposed ceiling. Two reasons, according to him, explain the government’s desire not to let go of the floodgates: to prevent the bill from blowing up and to strengthen the public employment service, worried that aid to the long-term unemployed will fall into the fold. associative.

Critics not falling and the time advancing Tuesday night, Elisabeth Borne made a turn on the wing. “If the territories are ready within two or three years, we will know how to go further”, she said, to everyone’s surprise. And to propose, according to the statements of some deputies, a “Review clause” as an aside during a recess.

Pushed, during the resumption of debates on Wednesday, to confirm and clarify publicly her commitment of the day before, the Minister of Labor reiterated her wish to work in this direction. In what form ? “We don’t have the answer today”, she said, ensuring that the objective is to avoid a “Ticket office that closes one fine morning because we would have 60 territories”.

The result was a unanimous vote on the entire bill, of which the number of additional territories was only one of the elements – but the most divisive – among a set of other provisions relating to integration .
