It is not just the number of taxpayers that is declining. Those who paid the IFI had a lower bill compared to what they gave for the ISF: on average -10,392 euros per household. At the top of the scale, the payoffs are huge. The tax for the 100 largest taxpayers fell from an average of 1.42 million euros per household in 2017 to 230,000 euros. This is six times less, although it should be noted that these tax homes also pay millions of euros in income tax.
