How the government will help the most vulnerable and the young


The Prime Minister, Jean Castex, guaranteed this Thursday a minimum monthly income of 900 euros from November to February to those who alternate short contracts and unemployment, under condition. He also promised up to 500 euros per month for any young person in training or helped in his efforts to find a job.

With the crisis, 400,000 precarious workers can no longer find enough short contracts to get by.

Popularized with the first confinement, “whatever the cost” remains a safe bet, especially when it comes to helping the first victims of the economic crisis. Evidenced by the announcements of Jean Castex this Thursday during his press conference supposed to specify the announcements of Emmanuel Macron on Tuesday. The first announcement concerns the “exceptional” boost promised by the Head of State for precarious workers. As of November 1, all those workers who “Live by alternating periods of work and unemployment in totally disaster areas will benefit from a guarantee of resources of 900 euros per month”, announced Jean Castex. And this, until February, as Elisabeth Borne had revealed in “Les Echos”.

Extras, seasonal workers, some temporary workers …

Concretely, this aid is aimed at 350,000 people, including 70,000 young people, according to the estimate of the Ministry of Labor, who can no longer find enough short contracts to ensure sufficient income. “These are extras, seasonal workers or certain temporary workers, in a large number of sectors, not just the hotel and catering industry ”, we know in the entourage of Elisabeth Borne. Hence the desire to set a criterion that adapts to all cases, in this case, on the number of days worked in 2019.

Thus, the aid will be eligible for all those who have worked “More than 60% and who could not work enough in 2020 to recharge their rights” unemployed, explained Elisabeth Borne. Important clarification for those concerned: it will be calculated for each month, the first payment will cover the first two (November and December), followed by two others for January and February respectively, with Pôle emploi in charge.

In addition, the guaranteed 900 euros are net of income received – unemployment benefits, RSA, or even work income -, knowing that in the latter case wages will be deducted by 40%, so as to encourage the resumption of work. ‘a job, says the ministry. Finally, the planned envelope – which potentially represents 1.3 billion at most – is not closed. Clearly, any eligible person will benefit from this guaranteed minimum income.

No young people in need

Another measure, still in line with the announcements of the Head of State: no young person who will engage in training or support provided for in the youth plan launched this summer will be left in need. The financial support will take two routes, which can be combined.

The first consists in extending the benefit of the remuneration of trainee of the vocational training (200 euros for the 16-18 years old, 500 euros for the 18-25 years old) to the devices which are related to or precede a training course. This will be the case for pre-apprenticeship, 2nd chance schools, Epide or even AIJ provided by Pôle emploi. The ministry estimates that this extension will concern 35,000 young people and will cost 90 million, taken from the appropriations of the skills plan.

Any young person will also be able to receive up to 500 euros per month, or even more from the start if their situation requires it, regardless of their level of study. The employment center, the Association for the employment of executives (Apec) or the local Missions will serve as a counter to assess and distribute aid. Target audience: 50,000 young people for an estimated cost at this stage of 140 million.

Last measure finally announced, the government will increase to 200,000 next year the number of places in Youth Guarantee, a support system that requires a contractual commitment with remuneration of around 500 euros per month. That is 50,000 more places in addition to the 50,000 more already announced this summer with the youth plan. Invoice: 280 million.

To be able to attract such a workforce, the eligibility criteria of the Youth Guarantee will be lightened.
